Heat-pump well pair · fixed-scope package
Groundwater heat pumps: the well pair needs a water-rights permit too.
A water-to-water heat pump needs two wells: a production well and an injection well. Both are water installations requiring a water-rights construction permit. The package runs from assessing the site’s suitability to the operating permit, coordinated with the mechanical engineer and the installer.
Groundwork
Is the plot suitable for a groundwater heat pump? Yield, reinjection and protection zones decide.
The system works over the long term if the aquifer yields enough water for the heat pump’s capacity, the cooled water can be reinjected into the same aquifer without cooling the production well, and the plot is not in a wellfield protection zone or under another restriction. We answer these three questions in the pre-assessment, before the mechanical design is prepared. The procedure that applies to the well pair is summarised in our Well permitting guide.
What we assess
- aquifer, expected water level and yield
- water quality: iron, manganese, hardness, heat-exchanger service life
- protection-zone and other restrictions
- well spacing and layout, thermal plume estimate
What we deliver
- water-sourcing expert opinion
- construction design of the production and injection wells
- water-rights construction permit documentation
- trial operation, operating permit and monitoring plan
Process
Four steps with fixed deadlines.
- Pre-assessment, 3 working daysYield and reinjection estimate from site data, protection-zone check. Outcome: suitable, not suitable or suitable with conditions.
- Expert opinion and well-pair design, 10 working daysWell construction, screening, well spacing and mechanical connection, coordinated with the installer.
- Water-rights construction permitApplication, annexes, liaison with the authority and handling requests for additional information.
- Drilling, trial operation, operating permitDrilling is done by a licensed well driller; the yield and reinjection test, the water analysis and the as-built documentation are part of the package.
Delivery package
An itemised quote with a single price.
The fee depends on the site and the heat pump’s capacity; after the pre-assessment we fix it as a single figure in an itemised quote. If there are other water users nearby, or the well pair has a larger capacity (institution, hall), we calculate the interference with a groundwater flow model, quoted separately.
Key legislation
Act LVII of 1995; Government Decree 72/1996 (V. 22.); Ministerial Decree 41/2017 (XII. 29.) BM; Ministerial Decree 101/2007 (XII. 23.) KvVM; Government Decree 219/2004 (VII. 21.) (reinjection as discharge into groundwater); Government Decree 123/1997 (VII. 18.) (prohibitions in protection zones). Closed-loop borehole heat exchangers fall under a different procedure; this page covers open, groundwater-based systems. The exact procedure and documentation must always be determined for the specific site.
