Wellfield protection
Site-specific risk assessment in a wellfield protection zone.
Quantified, verifiable assessment of the hydrogeological risks of a new building, technology, utility or other activity, and definition of the engineering conditions for safe implementation.

Basis for the decision
Not a generic description, but a risk model tailored to the site.
Being inside a protection zone does not by itself say under what conditions a development can go ahead. That requires reading together the wellfield's protection zone and its designating decision, the geological–hydrogeological setting, the planned activity, the potential contaminant sources and the full operating life cycle.
Typical cases
- construction of a building, hall or utility
- car parks, paved surfaces and stormwater management
- use of process, fuel or chemical substances
- wastewater handling, storage or earthworks
Input data required
- site plan and planned technical content
- protection-zone decision and earlier expert opinions
- utility, stormwater and emergency plans
- process substances and operating states
Scope of assessment
Source, pathway and the water resource to be protected.
The report identifies the hazards arising in normal operation, maintenance, emergencies and decommissioning. Potential pathways are evaluated through the links between soil, geological medium, groundwater, surface runoff and the utility network.
- Exposure screeningComparison of the site, the protection zone, the restrictions in the decision and the sensitivity.
- Conceptual hydrogeological modelPresentation of the stratigraphy, groundwater flow and potential receptors.
- Risk evaluationReasoned classification of likelihood and severity of consequence.
- Engineering conditionsDefinition of preventive protection, monitoring, operating rules and emergency measures.
Deliverables
Documentation usable in design and permitting.
The report links the identified risks to concrete engineering solutions. The aim is for the developer, the designers, the water utility and the acting authority to start from the same verifiable set of facts.
Key legislation
Government Decree 123/1997 (VII. 18.) Section 15(2) and Annex 5; Government Decree 219/2004 (VII. 21.); Joint Decree 6/2009 (IV. 14.) KvVM–EüM–FVM. The applicable requirements must always be read together with the specific protection-zone decision.
